“It’s rather simple, really,” offers Devane. “We want our inmates to be comfortable, as they may have to be in holding for weeks at a time in order to deliver one or two scenes of exposition and one or two scenes of dialogue that will move the story forward…but not too far forward, you understand.”
Devane went on to explain that, in her experience, inmates are more comfortable around like-minded peers with similar interests and maybe even some mutual acquaintances. So how do they do it?
“Social Media,” Devane tells us. “Facebook, LinkedIn, FourSquare, you name it. We cross-reference user profiles, review mutual friends, like interests, et cetera. You see, when Mr. Frank was brought in…I’m sorry—when ‘Franco’ was brought in, we ran his social media accounts against those of our other current inmates. It seemed he was a very good match for Mr. Rivera. Both had Yelped positively about Kelly’s , both had checked in a number of times at Jerome Gallery, and both had listed “Pickle-Lila” as their favorite food. We just knew they’d be a great fit.”

It would seem this also explains how estranged sisters Dr. Liesl Obrecht and Madeline Reeves (née Magda Westbourne, formerly Madeline West) ended up in neighboring cells. “Oh no,” admits Commissioner Devane. “That was just pure, old-fashioned coincidence. So cool, right?”
As Port Charles has been rampant with crime for decades, Pier 52 also attempted to learn how the Police Commissioner has prevented overcrowding in the jail from becoming an issue. Devane declined comment and expressed an immediate need to attend her granddaughter’s dance recital.
